JAIL ADMINISTRATOR

POSITION DESCRIPTION
SPECIAL NOTATION:
This is a fiduciary/administrative position and is unclassified pursuant to ORC 124.11 (A) (9). The incumbent filling this position is appointed by the Appointing Authority to be member of his/her personal staff and to serve on a policy-making level. The incumbent is not subject to civil service rights and protection, and the term of employment is at the sole discretion of the Appointing Authority. The incumbent is prohibited from forming, joining, assisting or participating in any employee organization pursuant to ORC 4117.01 (C) (9).
QUALIFICATIONS:
High School Diploma, supplemented by courses in criminal justice administration and/or management, plus experience in criminal justice including two (2) years supervisory experience or equivalent.
LICENSURE OR CERTIFICATION REQUIREMENTS:
Possession of a valid Ohio driver’s license; completion of Ohio Basic Corrections Course; Ohio Peace Officer’s Certification preferred, supervisory training course(s), and Ohio Jail Administrators Course (or completion within six months or upon first available offering).

INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS:
The employee:
1. Has potential exposure to human blood and other potentially infectious materials.
2. Uses or works in proximity to the use of firearms.
3. Has contact with potentially violent or emotionally distraught persons.
4. Has exposure to life threatening situations.

JOB DESCRIPTION AND WORKER CHARACTERISTICS:

ESSENTIAL FUNCTIONS OF THE POSITION: For purposes of 42 USC 12101:
35% (1) Directs correctional facility from an administrative level; advises Sheriff on departmental operations; assists Sheriff in establishing performance of subordinate personnel; develops work schedules, provides direction to supervisory and non-supervisory personnel; delegates work assignments and ensures division operates in compliance with governing regulatory requirements (e.g. minimum jail standards, state laws, federal las, etc.) and departmental policies and procedures; supervises and coordinates food service, medical service, records and other contracted services for the Justice Center.
30% (2) Oversees the development of unit policies, procedures and budgetary drafts and submits recommendations to the Sheriff for approval; communicates approved policies and procedures through organizational levels; reviews policies and procedures annually with state jail inspector.
20% (3) Administers unit personnel management functions; interviews/recommends candidates for employment; establishes training programs; evaluates work performance levels; implements disciplinary procedures.
15% (4) Maintains various operating records, checking accounts, trust funds, etc.; prepares statistics and reports as required.
(5) Meets all job safety requirements; must maintain appropriate licenses and certificates, including corrections certification and driver’s license; attends professional education and training sessions, seminars and workshops as directed; must demonstrate regular and predicable attendance.

OTHER DUTIES AND RESPONSIBILIES:
Performs other related duties as required.

Knowledge of: departmental policies and procedures *, management principles and practices, jail security and safety practices and procedures*, rules and regulations governing county jail operations*, supervisory principles and practices, personnel management principles and requirements related to employee selection, training, performance evaluations and discipline, case law, budgeting, records management.
Skill In: computer operation.
Ability To: apply management principles to solve agency problems, exercise independent judgement and discretion, communicate effectively, supervise the work of others, establish and maintain cooperative working relationships, select most qualified applicant according to specifications for referral, assess organizational training needs and develop appropriate training programs, objectively evaluate performance levels against job related criteria, administer discipline in a fair objective and progressive manger, compile and prepare reports.
